well core skills maxed alone account for 16 million SP without dropsuit skills
add in a single dropsuit and maxxed weapons for it and that number gets pretty huge
i calculated one of my minmatar assault fits
it sits at 34 million SP
a logi suit requires an even higher cap due to the need to max out more equipments
so a vet at any one time can utilise anywhere from 34million to 38 million SP in a SINGLE FIT like you describe
so while you may be technically correct, it kinda doesnt matter as 38 million is quite the large advantage

All of the fits (Except Logi) are pretty close to max efficacy right around 20-22 mil. Most level 5 skills provide less utility per SP spent than level 4 and below, and if you're running a shield tanked suit, armor skills are not "necessary" for example.
in some cases corners can be cut and skills can be left at level 4, but not 10 mil worth.
my specific minmatar assault build uses 29mil rather then the 34 mil build and yes armor skills are nessesary for everyone except caldari (who doesnt need armor repair but armor plates maxed are a good idea due to the HP increase for doing so + the amazingness that are complex adaptive plates)
and yes it does give me a rather large advantage

minmatar suits are hybrid tankers by nature, you HAVE to fit them with a little of everything and if you dont your doing it wrong.

It's a big no, no in Eve. I sometimes wonder how many fits are left short in Eve just because it's soooo frowned on to dual tank. It's even frowned on the mix active and passive tanks.
its a big nono in EvE because math and modules make it so you can create a higher EHP with either shileds OR armor then you can using both.
basically the reason its a nono in eve is the same reason its the most optimal fit in dust, its all to create the highest effective HP
